Today a supposedly radically better institution came into being: CMEC, the Child Maintenance and Enforcement Commission. It replaces the Child Support Agency, and sits alongside the Child Maintenance and Enforcement Division which was brought into being earlier this year to cover the Northern Ireland part of the UK's child maintenance system. Together, CMED and CMEC replace the CSA. That's enough of the abbreviations, let's look at the charts.

Firstly, the chart for the CSA, which covered the whole of the UK system:
Note that the CSA was formed at the Uranus-Neptune conjunction in Capricorn. Uranus is at 22 Cap, Neptune at 21 degrees 04 minutes Cap, so it's almost an exact conjunction. These two planets conjoin once every 170-odd years. Capricorn is a sign of parenthood, particularly fatherhood, and responsibility. The Saturn-Pluto square shows the potential for terrible destructiveness in the CSA.
Next, the chart for CMED:
After many years of failure and controversy, the new institutions are proposed. The first, CMED, was formed earlier this year, and as you can see most of the planets of the solar system were bunched within 100 degrees of the circle. Great potential for lopsidedness..... Importantly, Jupiter is almost at the same degree as the previous Uranus-Neptune conjunction of 1993, and Neptune has just passed the semi-sextile to it.
And finally, the chart for CMEC:
In this chart Neptune is at 21 degrees 28 minutes of Aquarius, and so is almost exactly sextile the Uranus-Neptune conjunction of the CSA. Neptune in this chart is pivotal, because it's stationary (appears in the Earth's sky to be unmoving).
All of the planets are spread in half of the Zodiac, between the Saturn-Uranus conjunction. The changes to child maintenance are due to be phased in throughout the series of Saturn-Uranus conjunctions over the next few years, so we can expect CMEC's work to go through periodic fluctuations in synchrony with those.
We don't need astrology to tell us that the government's CMED and CMEC changes to the child maintenance system are unlikely to work, but a cursory view of these charts certainly confirms that perception.
